Legal and Regulatory Challenges Facing Carbon Sequestration
Putting aside the technical and engineering aspects of carbon capture and sequestration, myriad legal and policy issues need to be addressed with regard to the issue. This presentation will focus on those legal and policy issues including: (1) ownership of the geological storage reservoir; (2) ownership of the carbon dioxide; (3) effects of a release and liability issues associated therewith; and (4) public perception and acceptance of carbon capture and sequestration. In addition, the presentation will address issues relating to the legal and policy framework for carbon capture and sequestration and how future regulation can and should be structured.
