POLITICAL PERCEPTIONS: HOW THE PUBLIC VIEWS WATER WITHDRAWAL

GUERNSEY, David, Former Chairman, Kingfield Planning Board, Kingfield, ME 04947, guernseyd@aol.com

The presenter chaired Kingfield's Planning Board when Nestle Waters applied for a permit to build a bottling plant which would have a footprint equal to the total of all Kingfield houses and would almost double the valuation of the town. The Nestle conglomerate has global sales equal to three times the total income of Maine citizens. Mr. Guernsey will discuss how the Planning Board got by the emotional context of the application and focused on the technical analysis of the water withdrawal issue.
