Pumping water with huge pumps out of rivers during catastrophic floods into clean gravel filled large holes to raise water tables under arid regions should reduce damage downstream and help considerably to alleviate drought areas. In addition it should it should increase rainfall inland in areas where the water table could be brought to within reach of plant roots.
