METHODOLOGICAL CONTRIBUTION TO THE INTER-MUNICIPAL MANAGEMENT OF WATER IN THE MUNICIPALITIES OF PETION-VILLE AND PORT AU PRINCE
The population growth in the southern cause a breakdown of the major cities in several cities resulting in not only urban sprawl, but also strong pressure on existing infrastructure including those related to drinking water. The information reported in the literature show that the infrastructure crisis, particularly due to population pressure, must be addressed in terms of organizational structures for the deficiencies are not solely attributable to a lack of resources but a management problem. In Haiti, the Metropolitan Area of Port-au-Prince (MAPP), though well watered by the largest mass of the country has faced for over two decades to a blatant lack of access to water. With population pressure, it becomes, therefore, the receptacle of failures in regard to the distribution of public water despite its massive downstream of the saddle, the main watershed. However, it seems that the issue of water scarcity does not arise in the same way in all the communes of the metropolitan area.
Faced with the obvious impossibility for each local government to solve the problem in isolation of drinking water, the prevalence of diarrheal diseases and particularly the presence of cholera, it seems relevant to question the applicability of the management inter- water in RMPP. In this perspective, a reinterpretation of the major Dublin Principles, particularly the rational development of water resources can lead to rethink the governance of water at least at the level of municipalities and Petion Ville Port-au-Prince .. This new governance will not only facilitate the adoption at the community level of integrated and coordinated approach, but also study the interactions between the shared management and territorial recomposition.
