DEVELOPING RULES AND REGULATIONS FOR GEOTHERMAL DRILLING IN ETHIOPIA

In 2015 and 2016 the author led a team to develop a draft regulatory framework for Ethiopia. This presentation will focus on development of drilling regulations for Ethiopia. The twin goals of the regulations were to incorporate best practices while offering flexibility and tools to support implementation by the government, which has limited available staff and limited technical capacity.
